ABC's Chief White House Correspondent Jon Karl says the State and Treasury departments are working on a package of sanctions that could be implemented on members of the Russian government.

Karl told Ramos that the White House has ruled out military intervention in the Ukraine -- “the first thing to know Jorge is they have completely ruled out any kind of military action whatsoever. When the Russians moved into Georgia in 2008, President Bush at that time moved some ships in the Black Sea, did some effort to support Georgia militarily in terms of supplies -- none of that is going on here as far as Ukraine goes. It is simply diplomatic isolation and possibly economic sanctions.”
